The order is the whole idea. First the raw tide: whatever a system actually said, captured in full, exactly as it arrived, before anything is allowed to interpret it. Meaning comes second, and it is worth far more when the thing underneath it is complete.

Because the failures that cost the most are not silence. Providers almost always answer. The answer just never gets read.

So we write it down first, valid signature or not, understood or not, stored before it is judged and acknowledged fast, because a receiver that hesitates is a receiver providers stop talking to.
